  1. Rinse the rice thoroughly under cold water until the water runs clear. This removes excess starch and prevents the rice from becoming gummy.
  2. In a large saucepan, heat the olive oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes. Add the minced garlic and cook for another minute until fragrant.
  3. Stir in the red pepper flakes and cayenne pepper, toasting them briefly to release their flavors. Add the dried oregano and mix well.
  4. Add the rinsed rice to the pan and stir to coat each grain with the oil and spice mixture. Toast the rice for 2-3 minutes until it becomes slightly translucent around the edges.
  5. Pour in the vegetable broth and lemon juice, then add the lemon zest. Bring the mixture to a boil, then reduce the heat to low, cover, and simmer for 15-18 minutes until the liquid is absorbed and the rice is tender.
  6. Remove the pan from heat and let it sit covered for 5 minutes. Then fluff the rice with a fork and stir in the fresh dill and parsley. Season with salt and black pepper to taste.
